Flood Hazard Boundary Map (FHBM) - A FEMA flood map that is based on approximate data and identifies, in general, the SFHAs within a community. An FBHM is typically used only in the NFIP's Emergency Program for floodplain management and flood insurance purposes. Once a community converts to the NFIP's Regular Program, a flood risk assessment is conducted in connection with the community's conversion and a new Flood Insurance Rate Map (FIRM) is usually issued, making the FHBM obsolete.
